Unlike other grasses, Kentucky bluegrass spreads by rhizomes, or roots. So it fills out thin areas and bare spots. Thermal Blue also spreads with rhizomes, but can survive where regular Kentucky bluegrass can't. Also, turf grass does get old and needs to be replaced.
